Since November 2001, activities carried out by the Kitakyushu Initiative Network have included the collection and analysis of successful practices in urban environmental management; support for the implementation of pilot activities, including support and monitoring of ongoing intercity co-operation activities; organisation of thematic seminars on critical urban environmental management issues; and dissemination of information through the Kitakyushu Initiative Network website.
With activities of the Kitakyushu Initiative Network entering its third year, the Second Meeting of the Kitakyushu Initiative Network was organised to review Network activities and develop a consensus on future actions to further enhance activities. This was conducted through open discussions on crosscutting issues in urban environmental management to build capacity of local governments and enhance interaction among local governments, international organisations, the donor community and academia.
The Meeting was organised by UNESCAP; IGES; the Ministry of the Environment, Government of Japan; and the Ministry of Foreign Affairs, Government of Japan; in cooperation with the Policy Research Centre for Environment and Economy, State Environmental Protection Administration (SEPA), People’s Republic of China; and hosted by the City of Weihai, Shandong Province, People’s Republic of China. The Meeting was conducted over a period of three days, commencing with an Expert Group Segment on 15-16 October and a Mayors’/Senior Officials’ Segment on 17 October.
Participants in the Meeting included representatives of local and national governments, as well as the donor community, international initiatives and others. Twenty-one local governments and representatives from three national governments participated in the Meeting, with representation at the Mayor and Deputy Mayor level from 10 cities.
Following a detailed review of activities to date, a future course of action was developed at the Expert Group Segment. During the Mayors Segment, the Meeting formulated Conclusions & Recommendations on the overall progress of the Kitakyushu Initiative, with detailed reference to the overall progress of the programme, thematic seminars and trainings, pilot activities, portfolio of successful practices, and indicators and benchmarks, to guide the future development of the Network and related activities.
