The Council of Local Authorities for International Relations (CLAIR) was established in July 1988 as a joint organization of local authorities to promote and provide support in conjunction with the increasing concern for local level internationalization in Japan. International cooperation case studies of Japanese local authorities can be found on the site, i.e.. Shimane Pref.'s cooperation with Jilin Province in China in wetland water quality improvement and wastewater management. |
